Our Blue Compass suite of solutions was designed to manage numerous targeted waiver population/programs, various waitlists with varying criteria, state plan HCBS programs, self-directed care programs, etc.—all in a single platform.
Our system provides critical case management functionality to support the life cycle of client care, including information and referral, intake, assessment and reassessment, care planning and service authorization, service delivery and payment, case closure and reporting.

Money Follows the Person
Since the program was established in 2005, FEI has assisted state departments in the administration of Money Follows the Person (MFP) programs. FEI’s premier health IT suite of solutions, Blue Compass, includes two enterprise case management platforms and a host of modules that can be tailored to fit the unique needs of the partners we serve and ensure all MFP requirements are met.
Blue Compass solutions provide an easy way to enroll, track and report on MFP participant activities. Through automated submission processes, support coordinators can enroll participants in a state MFP program. Once all signed waiver documents are received, Blue Compass person records include an identifier in the attribute section, so our partners can easily see who is in the MFP program. All MFP data can be tracked, and reports submitted to respective departments right from the platform. This includes any waiver offers, linkages, eligibility determinations, required reporting at the required intervals for the 365-day tracking report and discharges from the program.
Community First Choice 1915 (k)
Established under the Affordable Care Act in 2010, the “Community First Choice Option” allows states to provide HCBS with a six-percentage point increase in federal matching payments for service expenditures related to the option.
Roll out of new waiver programs can prove difficult without comprehensive IT solutions for the management of states’ various Medicaid waiver programs. Blue Compass case management platforms include functionality for eligibility assessments, program enrollment, and provider services billing.
